Because once they get into power, they are effectively not accountable to anyone for their behavior. It takes extreme fraud or provable criminal action to get rid of most politicians. Congress has a 98% incumbency rate, and I'll bet you that 98% of what they do really is approved by their constituents.
Elections are a popularity contest. Whoever looks good and sounds better wins. Truth really doesn't have any utility, because most people take whatever they hear at face value without ever checking on the actual facts.
If politicians were held to the same standards are used car salesman, every one of them would be in court for fraud. Campaigns are filled with blatant misrepresentations, and voters just don't bother putting in the effort to check out their stories.
The bottom line is that they lie because that gets them what they want -- money and power. And because there is no downside, what incentive do they have to tell the truth?

Because we've created a system that rewards this behavior. We continue to vote for people that tell us what we want to hear, and we don't hold politicians accountable for their actions.
