From the days before the internet, when you could log on to local bulletin boards (known as BBS's), or later, when places like AOL, Promenade and CompuServe came around. You were charged by how long you were online (by the minute in the case of AOL and CompuServe).
The longer a message was, the longer you had to be online to read/download it. So shorthand came about to make the messages short yet easy to read or faster to download on those BBS's that had a mail 'door' program.
So, they are not a product of the internet, but rather pre-date it by more than 5-10 years. Early 80's I would say (when the Internet was Arpa/Darpa and only accessable through a school or military account.
FIDOnet came along a tad later, and was the equivilent of the internet forums of today. FIDOnet was one of the first venues to give internet email access to the masses, without requiring an internet account somewhere. All you needed was a local BBS's that carried FIDO. FIDOnet and BBS's are still around, though not nearly in the quanity they use to be which is sad, because they were in many ways better than the Internet.

shorthand has been around for a long long time, mostly from people tryign to copy notes and books and stuff . . .alot of college kids use it because they could copy what the instructor wrote or said, if they wrote every word out they woudlnt be able to keep up, the internet made shorthand even more popular, becaus eits easier and faster to write <3 than it is to spell love or use @ instead of writing at . . .
