what is the job of a magazine's editor-in-cheif?

From what my sister told me about her boss who is an editor-in-chief, it is overseeing the production of the whole publication. They are the ones that has to make sure that everyone has done their jobs to get the magazine produced and on the stand in a timely manor. A degree in journalism with a minor in business management might be the way to go. Or a Communications degree with a business minor.
