It would be very difficult for one to be totally successful. The rationale for this is that a missle is a single trajectory, while a defence system would need the ability to cover a large arc. That is, it is easier for a missle to get in than to have the proper energy to stop it. Think of it in terms of a laser beam versus a light bulb with the same energy. The laser beam will have a stronger energy at its focal point.
In general, it is easier to exploit the weakness of a defence system than it is for the system to compensate for such weaknesses.

The land based missile interceptor system has hit a test target in only 5 out of 10 tries. A 50 percent success rate is not very good, especially since tests of new systems are normally set up to be artificially easy in the beginning in order to make it easier to isolate problems (less variables to deal with). The sea based interceptor system, which works only against short range missiles, has about a 80-90 percent success rate. i doubt it.
it was probably made by cheap contractors in taiwan and mexico. we allowed international bidding for these important systems and i bet they won't be working when we need it to.
