Do not use muratic acid to clean the concrete. It is meant to etch concrete(open the pours) so a stain or epoxy will adhere. I'd go with Acetone. Strong stuff so read directions carefully.

If the concrete has no color or other finish then I'd suggest a solution of water and hydrochloric acid. The acid can be obtained at any pool supply and most drug stores. This is the same solution one would use to clean a concrete floor prior to putting down an epoxy coating. So if it can get up oil and other crud I have to think it would go right through glue.

Go to the hardware store and good long handle scraper with replaceable blades. No short handle stuff. As you can envision getting under the carpet and start ramming, the carpet will start rolling up. I would try to stay away from chemicals.
