You need to reserve it at a company called a domain registrar. The most popular one is GoDaddy, mostly because it's one of the best pricewise and also very easy to use. GoDaddy is around $9/yr or less and includes a free web builder and blog for hosting a small site if you don't have any other plans for it. You can always transfer to another host later for no charge.

The link below is for a list of official ICANN domain name registrars. It's important to use one of these accredited registrars to assure that the domain name you choose is registered to you and not to the registrar itself; all the ICANN-accredited registrars are ethical (in this way at least), and you will find godaddy as well as most likely some of the other registrars that have been suggested here as well, but I would check this list, first. There are 100s of them.

Getting a domain name is cheap these days, but you have to have a place to point it.

example:

www.mydomain.net -> mywebsite.someserver.com = 10.28.205.213

The easiest thing to do if you are trying to get a domain/website started, go to some major host like www.tripod.com, where you can either register the domain to point to your free website (which will have advertising) or you can pay to remove the ad's and they will register you a domain for free with the membership payments.
