Sometimes if you plug a USB device into one port and then later plug it into a different port Windows can get confused. It needs to have the USB information "table" cleared.

Do the following:
Go to the Control Panel
Click on the System icon
Go to the Hardware tab
Click on the Device Manager button
Find the listing for the USB devices and click on the little + button
in front of it. You will see all the USB ports and devices on the PC.
Right click on each device, and uninstall every single device.
Reboot the PC. It will detect all the USB ports with a clear table.
You are in no danger of messing up anything as you already have the drivers for all the devices still on your hard drive, so all the devices will reinstall automatically.

Check the BIOS settings on your computer and make sure your Plug & Play option is turned "on".
BIOS can be accessed on boot up sometimes by pressing either the f2 or DEL key before Windows starts up.
If that's correct, then go to your System settings in the Control Panel. Then Device Manager and down to the USB section.
Scroll down to the USB Root Hub and right-click... Properties and Power Management. If Allow computer to shut down to conserve power is checked... uncheck it and apply the new settings.

Go to control panel, pull up under 'system' the hardware configuartions...disable the USB, then turn it back on...see if that helps. Otherwise, reload your Op Sys with the CD...it sounds as if, over time, little registry entries have added up to one big mess. good luck
