Mmm, This happened in South East Asia, about 1998. It was the Asean Football Championships (our equivalent of the Euro Champs). Vietnam were the hosts then, and were the favourites to win the cup. In one of the groups, Thailand faced Indonesia. The winner would face hosts and favourites Vietnam in the knockout phase. The loser would play underdogs Singapore. Now both teams wanted to avoid playing Vietnam, so they both tried to lose by scoring own goals. FIFA got word, punished both teams heavily and the final ended up being Vietnam vs Singapore. Singapore won 1-0. So it was a silly thing in the end.

and also he can take free kicks and/or penalties like some do..
Rogerio that plays in brasil sao paulo has scored more than 40 goals from free kicks and about 20 from penalties and there are also people like above mentioned chilavert,higuita,campos,dudamel,butt...
those are the ones that scored a lot of goals also there are a lot of keepers that scored with header in situations when its close to the end of the game and the team needs a goal...

no reason why he can't..some have kicked penalty kicks..others move up to the rest of tehir team in the last 2 minutes if they need a goal in the last seconds to equalize..Ricardo(Portugal's GK) did both in the last year..
