For splashing around on a hot day, nothing beats the Frog Pond on the Bostom Common.

The Common is in the center of downtown Boston. The Frog Pond is outdoors, chlorinated of course, and free. Neat design allows you to be in one inch up to about a foot +/- of water. There's a fontain in the center...you and your baby can have a great time playing there.
Don't forget to take a ride on the Swan Boats in the Public Garden...just a few minute's walk from Froggy.

It's not close to Needham but Bradley Palmer State Park in Topsfield has a great toddler pool. It is chlorinated and also has a fun waterfountain.

I don't know if you are jewish but it doesn't really matter if you join! I used to live in Newton and I went to the JCC outdoor pool. There are tons of toddlers and its outdoors and its chlorinated! There's a baby pool and a little kids section of the big kids pool and when your kids get older the pool goes to eight feet.
