Usually, as long as the motor is newer than the chassis, you can change it out, as long as all the features and emissions equipment is working properly. Check with your state's DMV, every state has it's own laws concerning the legality of engine swaps.

OK, there was no 351cc engine made by ford in 1991. It was either a 351ci or 302ci. Yes you can. They are basically the same engine except for the heads and manifolds. You can actually just swap the block and you will have a 302 running on 351 heads. Depending upon the extent of the problem, you could also change the crankshaft and have your 351 back. Good luck.

Why would you want to downgrade. the 351 has more power than a 302. And it's CID for cubic inch displacement but if you want to measure it in cc's it would be 5800cc's, 5.8 litres

No, you can't "downgrade" an engine in a state that regulates emissions, as a rule, even if that older engine passed the test.
