We had the same problem in our yard. The rats were attracted to the sunflower seed shells the birds left from their feeders. We tried all kinds of poison and I just kept noticing holes around the tree. Since it was winter at the time we noticed they were coming from under the garden shed by their tracks in the snow. The only thing that worked was a good old fashioned rat trap. The kind made out of wood with the copper thing that snaps shut on them. We would put peanut butter on the trap and put it on their path to the tree and the rats couldn't resist. If it was empty but snapped we would just put more peanut butter on it and return it to the yard. Needless to say we caught four or five rats. Thank god they never got into the house. You may catch a couple moles or a bird also but if your using poison they might eat that anyway. The rats wouldn't eat the poison even with peanut butter smeared on it. Finally they are gone. Just remember if you see one there are almost certainly more so keep putting it out until you don't catch anymore. And watch the fingers as well. Good Luck!!!

Keep trying the poison, but wear gloves, to hide your scent, and bury it in their holes as if they were gophers. You have to check for new holes every day for a while, and get every hole every time.
Also, try using more than one brand. It helps if you mix medications for several reasons. The pests may recognize, and avoid one kind of poison, but they probably don't know every brand. Also, different kinds of poisons mixed in their bodies tend to work even better than just one kind. Read the directions carefully, different poisons take different ammounts. Others have suggested that it isn't a rat. Gophers and moles may look kind of similar, but their poison might work better.
If they're on level ground, once you've gotten them down to one or two holes a day, you can break out the hose and a shovel. Flood the hole (quickly) and... Ugh, that's messy work.
I've never tried traps, so I can't say how good they'd be.
Rats tend to prefer places other than the dirt to hide in. You might look around the walls, and structures near the garden to see if you can plug up any hidey-holes they might use. Poison for these areas would be good too.

Are you sure it's rats and not moles? Moles are usually active this time of year and they can make a mess out of your yard, leaving tunnels criss-crossing everywhere! I don't know what to do about rats except call an exterminator. You can buy a mole trap probably any place you can find a mouse trap. We got ours at Meijer.

go to your hairdresser and collect some hair. Spread it in your garden and turn on a small radio, this helps keep out most pest and deer too! Don't forget to plant marigolds around, it helps keep bugs away. Good luck!
