Supervise them. Password protect the computer - change it often so they can't get into it when you aren't there.
Put the computer where it can be seen - such as the living room. If they have it in their room they can access their sites without you knowing it. If it's in the living room for example they will be more restricted. Allow them a certain amout of time to use it and only when you are in the room.
Restcitng sites is a great idea but a kid good with computers can always delete it.
Your best bet is to password protect and supervise

In Internet Explorer, go to Tools/Internet Options. Then go to the Security tab. Click on the picture of the red circle that says Restricted sites. Then click on the button underneath that says Sites. Type the websites in the box one at a time that you want to block and hit the Add button.

You can get child proof software from the internet. I have seen a lot of them for free. From my understanding it stops the kids from entering certain information on the internet or getting into sites or have them come up at the most unappropriate times.
Just type in 'Child Proof Computer' in the search bar and a whole list of sites are there. Most are free. So you will have to check them out and make your own choice. Good Luck.

Lock the computer and only let them online if you are sitting there looking over their shoulders!
