short answer move away or get involved cause its no the ones you see were a magazine cant be used were only made that way for California just to be legal there long answer find your local class 3 dealer and ask him if California differentiates class three weapons from the bans weapons many states do since class 3 weapons(full auto machine guns) are federally regulated if so you could buy one of those and have to just pay $200 dollars extra for the tax but don't get too excited a class 3 m-16 can go for $10,000 easy but its something to look into

if you do not want a FBA 10 receiver then you will need to remove another fetcher's to make it ban compliant. there is a replacement for the pistol grip.
you could get a AR15 with the gas tube removed, there by making it a bolt action rifle and not subject to the AWB, but you will have to pull the charging handle every round.

you could also look at the Kal-Tec SU16ca, a Ca legal .223 rifle that uses the AR mags.

No and there should be no way to get one unless you have it modified to be only a semi auto.
