Depends on how on long ago you emptied the recycle bin, and if you already have an "undelete" software such as "go back" on your computer. (Normally you do not. It is something you would have had to add yourself.)

When you empty the recycle bin, the spot on your hard drive where the file was stored is marked as empty space, and the next file you "save" will go into that spot, overwritting the old file and making it impossible to retrieve.

So if you have done anything (such as open the Internet and posed this question on YA - because that wrote temporary Internet files to your computer) or were to install an undelete program, you have probably overwritten the file.

So for all practical reasons, it is unlikely that you will be able to recover a file after you have emptied it from the recycle bin.

Yes, deleted files can be retrieved quite easily through software or hardware.

Only way I know of is to "go back" to a date prior to deleting it. On my computer there is a "Restore" function. On my previous computer, there was a "Go Back" command (which I had occassion to use several times). Hope this helps.
