Most families DON'T have more than two kids. In fact, that's one of the reasons Social Security and pensions are in trouble. Most people haven't been having large families for some time now - so, we have considerably fewer workers in their 20s and 30s than we do in their 50s and 60s. When these older workers retire, the younger ones will be shouldering the retirement expenses of a much larger population group.

The Government did try to control U.S. population. But, it didn't work. Instead, we have more women having kids without a husband. Especially women between 9 - 19.
Besides, throwing taxpayers money to people with large families will only cause more disgruntlement to those that don't have kids or have only one or two.

The US population is on the rise, not because of birth rates, but because of immigration. Our birthrates as a nation is 1.85 children per female. Our immigration rate is 5.5 people/1000. If we where to halt immigration, our population would first level off, then decline. If we were to halt illegal immigration, well, 12 million illegals in the US right now, you do the math.

Sure, we can heavily tax families with more than 2 kids. And we can use the extra money to build all the new homeless shelters they'll be needing when they can't pay their rent/mortgage.

Overpopulation may be an eventual problem, but the alternative (a decreasing population) has its own problems - see Russia, Western Europe; these countries are running so low on human capital that it is actually undercutting their economic bases.

Don't tax people who have kids and take care of them. Pay people on welfare extra if they don't have anymore children while on welfare.
