Yes, the fundamental state of the universe is chaotic neutral. It does not care that you built a city below sea level surrounded by water, it can and will destroy it if it is in the path of a natural disaster. Us humans, being the irrational beings we are think that we can control the Earth. The Earth always gets the last laugh though.

The fundamental state of humankind, however, is inherently chaotic and imperfect. That's why man is NOT as predictable as the Earth and the rest of the universe.
