I came to Sacramento in 1949. Since then I have been here for all but 17 years when I lived in several other places (Active Duty Air Force). While in Sacramento I have seen it snow several times. You are right, it doesn't happen every year but it does happen.
As for the heat, I have seen several summers with only one or two days over 100 degrees. The humidity is not out of sight and it cools off in the evenings. You should try Phoenix, AZ if you think Sacramento is hot. I arrived in Phoenix on the third day of a 28 day heat wave. For 28 days the temperature never dropped below a 100 degrees. How would like it to be 104 degrees at 4:00 A.M. If you want to be miserable try the South Eastern States. I've seen temperatures of 100 degrees with 100% humidity. And if you want snow, Fairbanks, AK is a nice place, if you can survive the -60 degree winters. I have been a lot of places and for just plain livable weather it is as good as any and better than most.
If all else fails, the coast is two hours away, drive West. And, the snow is closer than that, just drive East.
