Dont worry, its normal. Sometimes the anti-virus is automatically working in the background (its scanning the websites or emails) the scanning is not visible to us. At that time the mouse becomes very lethargic. If you want to verify, disable your anti-virus & open some SAFE website (like yahoo) & see if its still lethargic.
Further you can also re-start your pc. Sometimes this helps to resolve the problem.

When it sticks, you may be having a program running in the background that is taking up most of the systems resources. My mouse did this whenever McAfee virus did much of anything. That's why I dumped the McAfee.
As to the changing pages, if you are talking about on the Internet, you will need to check your mouse settings. Some machines, mine included, are set up where the mouse has an area set to function like a scrollbar and navigation. Some people like it, I found it quite annoying. You should be able to go to Control Panel and Pointing Device and figure it out from there - it's quite straightforward. (If this is turned on you will see a diagram showing the area where the mouse is mapped to do this.)

Could be a faulty driver or a virus. Does your antivius/antispyware show up anything? You can adjust mouse properties by going to Control Panel>Mouse>Pointers or Pointer Options

Make sure you have the latest updates for your OS. If it's a mouse that you added, check for driver updates. Also run a spyware check and make sure nothing is giving you troubles that way.

As usually, first of all - antivirus + antispyware.
Next step - firewall. Thoroughly tuned.
If you are sure after those checks, you have no keyloggers, trojans, etc. - you just have some very buggy software.
