I have already tried getting rid of everything that attracts them and over-the-counter sprays. They are still swarming everywhere. The whole neighborhood is infested with them.

Open the blinds on a window where the sun is shining in and start dealing sharp blows with a typical fly swatter... I had the same problem this spring at my new apartment and it drove me nuts for a couple weeks. Also, pour some bleach down your drain and plug it when your not using it. I saw on hgtv that you can put some sand in your flower pots and the gnats will go away (maybe 1/4" of sand on top of the soil).
