Bush is not the smartest person in the world...he was a C student himself. Now that said, I honestly don't believe he has much respect for college bound students or the institution of learning itself.
Bush continues to cut financial aid funding because he needs people and money to fund his war. It is becoming more difficult to get financial aid however, if you decide to join the war the military can pay for your education. This becomes the only viable option for those minority, low income students who want to improve their lot in lives through obtaining an education. Many die in their endeavor after saying "Gosh, I only joined the military to get money for college!"
Bush continues to cut financial aid because neither him, nor any of his "best" oil buddies in government have had to use financial aid to improve their lives. They don't know what it's like not to have money for food, shelter, books, gas, clothing, a pencil, etc. Getting into college and paying for it is not the only thing needed to be successful, once there one needs to make sure they are getting sleep, study time, food, a place to live, and books or materials such as a computer. Even high school is difficult without access to a computer now a days.
It is easier to run a government when the constituents NEED you rather than running a government when the constituents think for themselves and are independent of you. By this I mean that the government is moving on an agenda where the constituents NEED the government to care FOR them through welfare, medicaid, medicare, a national health insurance, etc. When the constituency is thinking, intelligent and educated they are less likely to follow their government blindly.
It is sad that our government would turn to such bad "reforms" and "cuts" in order to fund a war that we shouldn't be fighting, because they're ignorant about the plight of the poor, or even to form a less educated constituency who'll believe the government simply because they have to in order to eat. However, there you have it. Our soldiers are going to war instead of college, most are poor who needed money to attend college. Meanwhile, we have a whole country with millions of people depending on its government for their daily essentials instead of working or going to school.

Becuase of the No Child Is Left Behind Act.
Bush is holding back funds to go the military. Over 50% of the budget is being handed to homeland security. Education barely has any funds at all.

In my opinion,it is conservative thinkers who want to fund the two wars and keep people from going further in life. When you allow your people to better themselves then they will oppose your plan. You all have to understand that 1 trillion dollar already budget for this two wars, and no more money for anything else.By the way, the oil tycoons are the benefits as well as construction companies who work in the war zone. They call Money talks and you and me have to learn how to do better with our financial Aids package combine with the most highest student loan of century. At this moment I only have one question to ask all of our members "Where is our commonsense in this country?"
By the way if you dig harder and harder then you know who is in charge and how many benefit in this group. All I can say at this point.

Because Bush has an IQ of 96 and thinks everyone is as stupid as he is and therefore doesn't need an education. This is the guy who pronounces "nuclear" as "newk-you-lar" remember? He's not a mental giant, so he doesn't think anyone else should be educated either. It's just another way he's dragging this country down the toilet.

1. You are not entitled to my money. It takes tax dollars to fund these programs.
2. Not everybody should be in college. If you qualify for a scholarship there are plenty of businesses willing to pay your tuition to have you trained to do the word they need.
3. If you are not qualified for a scholarship and still want to go to college, you can pay for it yourself. Its called being responsible for yourself.
4. You don't need a college education to make a good income. Carpenters and other trades have better incomes today than most college grads.

certain, to three degree they ought to truly not fund scholars for inner most universities. If a student needs to bypass to personal college and cant have adequate money it, get a scholarship, and if the authorities does fund scholars for public college, it ought to conceal in ordinary words the fee of educating. scholars can get a artwork-study pastime to pay their very own way. Thats the way it changed into once. Forcing anybody into college is a waste of taxpayer money. They not in any respect pay lower back the loans and their credit receives screwed up, so that they cant get a job, get depressed, get welfare we help them continuously. And the U.S. authorities. ought to not fund scholars for those spurious vocational faculties that are a real scam. the real answer for children who choose vocational education is apprenticeships, sponsored partly by using the authorities and partly by using the corporation.

So our taxes don't go up due to the money shifted to the military.
Also, he has analyst telling him much of the Aid is being wasted on kids that go to College for a year, don't complete the classes and use the money to buy cars, dates and other non-educational assets.

I don't think that has happened yet, as just last week a friend of mine got a $4,000 Pell Grant. This is for 12 credit hours in SUMMER semester at community college - and the friend is a local, so tuition is not that much.
