Typically, yes you can open an account without undue fear of your funds being seized or the account frozen. Now if you plan to put $6000 in the account, then yes....it would be worth their effort to seize your account. But if you owe that much and are paying only $50 on the $11K plus paying current support, odds are your not going to be socking several thousands of dollars into your account. And the courts, like the IRS can retain your income tax refunds until the debt is paid. Sorry, no good news from what I can see.

They will continue to take the income tax untill there is no arears left.

And they may or may not freeze your bank account , you will need to discuss this with child support enforcement, if you are making payments on an approved plan they may allow you to make payments

If you have a court order for payments, they usually wont bother your account. But miss a couple payments, they might.Check with yourcase manager. As for income tax, until arears arepaid up.

If you have enough money to open a checking account, you shouldn't be concerned unless you skip your arrears and they will take your taxes until you have caught up. I hope you're not a deadbeat parent.

AS LONG AS YOU KEEP YOUR PAYMENTS UP-TO-DATE, YOU WILL HAVE NO PROBLEMS WITH YOUR BANK ACCOUNT. IF YOU START FALLING BEHIND AGAIN, THEY WILL FREEZE YOUR ACCONT DEPENDING ON HOW FAR BEHIND YOU ARE.

ENFORCEMENT WILL CONTINUE TO TAKE YOUR TAXES UNTIL YOU HAVE A $0 BALANCE.

IF YOU CAN ADD A LITTLE BIT MORE TO YOUR WEEKLY PAYMENTS THAT WILL HELP TO DECREASE YOUR ARREARS FASTER.
