It is when a country loses some of it's smartest people ( for example: doctors, specialists, scientists, etc.) because they move to other countries to pursue their profession.

Brain drain is when the best and brightest move to another area of a country or to another country where they can get more money, respect, or just have more opportunity to shine.

The act/situation where all the trained, schooled people leave an area/country to go work elsewhere for better pay and conditions, leaving behind an area/country that has little or no leadership or qualified people to better the area. The "Brains" of that area/country go elsewhere as soon as they can.
