Is the lid closed? It received't spin and drain if the lid isn't closed. moreover, if the swap which detects the lid closed is out of alignment, or the part of the lid which operates the swap is damaged or lacking, that's going to act as defined. If that's considered a spread of safe practices interlock swap that you will be able to be sure (as antagonistic to three fashions that are out of sight), attempt operating the swap with a pencil or screwdriver to be sure if that's going to spin.

It could be on the circuit board itself. If you know how to take the top panel off, in back. You should be able to look at the mainboard. See if you see any resistors that look cooked. Could be a lot of things though....just an easy way to check for that one problem.
