I love makeup remover wipes and cannnot imagine my life before they existed! It's so bad for your skin to sleep in your makeup, and pre-moistened makeup wipes make the job so much easier when you're just too tired to give your face the full cleansing routine. I wouldn't recommend using them in place of a regular cleansing routine, but when you're too tired to wash your face, need to freshen up after a workout, or need to update your makeup after work before going out but don't want to take all of your makeup off, they're awesome.
Let me first off say I'm a commited fan and buyer of only high quality, department store makeup, and I've tried many different brands of makeup remover wipes, and honestly the very best ones I've found are made by CVS and Walmart's Equate brand. They're very moist and thick and strong enough to take off just about anything you can throw at them, although if you have really heavy makeup on, especially with the eyes, you may have to use two wipes or use a little eyemakeup remover beforehand. But what's the big deal if you have to use two when they're so cheap?
I've tired the higher end brands and even the department store brands, and for what they are the extra department store price isn't worth it. Use the money you save on generic makeup remover wipes on good, high quality department store *makeup* and skincare.
As far as baby wipes go, I haven't found them to be effective at all in removing my makeup. Maybe to freshen up my already bare face before I go to bed or something, but they're not made to remove makeup and all the dirt and grime and oil that your face can accumulate during the day. They are made to very gently cleanse a baby's bottom, not cut through 3 coats of black mascara.

I use unscented baby wipes, baby oil on cotton balls, or even olive oil on cotton balls. They all three work great and the last two are wonderful moisturizers for around the eyes. If you insist on remover wipes, I can't help that way, you just have to choose the brand you want, but why go chemical when natural is best and cheaper?

Unscented baby wipes work very well. However, some people swear by the make-up wipes. Ponds usually has a good product, so you may want to try that.

I use a wash cloth and baby oil to remove all my makeup, especially for my eye's. Then I follow up with a Noxima/Apricot scrub mixture. Those makeup wipes don't seem to get the deep down stuff that seeps into your pores.

Wipes do not work well, it just smudges makeup and buries it farther into the skin without removing it. I suggest you use cold cream, or a facial scrub.
