Contact the "Make A Wish" foundation. Thats the kind of thing they do for sick people. Or try writing to Oprah or Rosie O'donnel or Ellen Degeneres at their tv studios.

Try contacting your local news media(newspaper, radio personalities and tv news anchors). See if they can't direct you to the proper resources.
You can get autographed photos and tshirts, I'm sure they might be able to help you with this. They might even be able to arrange a phone call for your friend. Just explain the situation, let them know the diagnosis and who she would like to meet, and I'm sure if they have any heart, they will help you out or direct you to people who can.

Contact the celebs official website. Every now and again ppl on the message boards actually know the celeb and can contact them or the celeb reads the board themselves occassionally. Good luck.

There is an organization called Make-A-Wish Foundation (http://www.wish.org/) that can help your friend with his/her wish come true, provided the celebrity is willing to go along with it. Contact this organization and see what they have to say.
