A person cannot be a college - that is scientifically impossible. Accrediting is done by the South Central Association of Colleges and Universities - or something like that not really sure of the exact name - and there's a massive set of criteria that a college has to meet, everything from faculty and their syllabi to what the courses consist of. It's a pain-in-the-butt to meet their criteria.

You would have to setup your college, and then file for accredition with an agency.
