To be serious, and answer your intended question, "Why is it all right for a man to go topless in public but not women?" it has to be with perception, and the recent Victorian age which made the female breast a sexual, and therefore covered, part of anatomy. The times are changing. Of course in some areas it's NOT all right for a man to be topless. The beach, sure (and in many cases the woman also). The fancy restaurant, or the opera, no for either sex.

Because conservative people are terrified of thier personal response. i.e. john q. minister is afraid he'll get wood and everyone will see... lol. People should lighten up. Everyone should be able to go topless if they want. What's the big deal? It's just boobs, and last time I checked every mammal has 'em.

it's legal for women to go topless in alot of places. Columbus, OH allows it.

In some locales, it's perfectly legal for women (note spelling) to be topfree such as NY state or Ontario, Canada.
