Turn up the brightness on your monitor, dude. Then adjust the contrast until it looks like you want it to, or as close as you can get. :)

Depends on the original source of the movie. If it was one of those dreadful video camera in a movie theatre "Cams", then of course it is going to be dark and the picture quality will be poor.
If the movie has been ripped directly from a DVD and then compressed using something like DivX, then the quality will be better but the picture will stuff suffer, especially during dark scenes due to the compression.
The only way to get really good quality, even during dark scenes is to either download the DVD files or buy the actual DVD!!!

Monitors have settings for brightness, contrast, gamma, and several other display properties. These are most likely accessed by fiddling with the buttons on the monitor. One button should call up a menu while other buttons will let you step through the menus and make choices. Pushing your brightness setting up 10% or so should make a pretty siginificant difference.

I think you decrease the brightness button on your monitor. Just press + sign on the brightness button.
