YES!!! Take your mom aside one day, ask her for some one on one time all day just you and her. And tell her exactly how you feel. If your mother doesn't respond to you in a motherly manner seek help from another family member. Unfortunately, sometimes women can be blinded by the first stages of love and nothing even their children seem more important. Hopefully your mother has her head on straight enough to know you are telling the truth and that she may want to investigate this boyfriend of hers a little closer. Beware, I must say that you telling her will probably cause some friction in her relationship with her boyfriend. But as we all know, boyfriends come and go but mommas must always protect their young.

The "bad feeling" is rather vague. However if he's a molester,murderer,druggie etc. tell her immediately it will save you, her, and a lot of other people a great deal of long term emmotional damage.
On the other hand if it's something that has to do with their personal interaction in the relation such as him cheating, or using here for self gain, what have you then I suggest that that you allow her to get the experience that she needs in order for her to be able to identify this type person in future relationships. Hard but in order to grow through sometimes we have to go through. In other words "NO PAIN NO GAIN"
Trust God and be supportive of "Mom".

Yes if you have a bad feeling about him when you have feelings like that trust your instincts because you never know what this guy could do to you or your mom.
