Depends on what you are looking for. Exchange programs are better if you want to really immerse yourself in the society and culture, because you often live with a family. Study abroad is better if you are more independent and like to explore on your own.

The best way to go is to study abroad with a university program that has you living with a family. You are more mature, can easily travel around on the weekends and still have the education that living with a family will give you. There is nothing like living with a family, especially if they are good about telling you what the customs are and they correct you (nicely, of course) when you make mistakes. Knox College in Galesburg, Illinois has a great program to study abroad yet still live with a family.
