Because in all honesty a guys package is not the most attractive thing, the rest of the body sure. Women enjoying looking at hot, half naked men, but most will pass on seeing the whole birthday suit (like during a strip show for ex) ....unless they're about to have sex or whatever. Women's bodies are just naturally more pleasing to the eye, so of course men like looking.

It's because of the way that western society works and how we are expected to behave. In other cultures (the Ancient Greeks, the Ancient Egyptians, several African peoples, some Indian cultures, and so on) women were considered the more sexual gender and men were less interested in sex and nudity.
In western society the male is seen as the more sexual gender and this affects how we were raised and how we act and what is seen as socially acceptable.
