Because in December 2000, he was declared the winner of the 2000 Presidential election by the Supreme Court in a 5 to 4 vote, although he lost the popular vote to candidate Al Gore by over 500,000 votes (effectively half of a percent). One basis of the Supreme Court's decision was the clause from the Constitution "Each state shall appoint, in such manner as the Legislature thereof may direct, a number of electors". Basically saying that because the legislature did not pen the Florida constitution that a recount based off of it would be unconstitutional. In other words, the people themselves have no real input in terms of the actual results the only thing that matters are certified election results. The ruling followed a very bitter recount process following the November election and the legal circus that ensued. At issue was the states' right to run their own election and whether consistent ballot standards should always be applied.

On September 11th, 2001 George Bush's otherwise uneventful and arguably stalled Presidency was salvaged by the WTC and Pentagon attacks. There is no arguing this, either, because the events pushed his approval from around 51% (very low for a newly elected President) to as high as 91% in some polls immediately after. The start of Gulf War II on March 19, 2003 also provided him with a notable bump in approval.

On November 2nd 2004, George W. Bush defeated John F. Kerry in a relatively close election that came down to Ohio. The next day, Kerry gave his concession speech. George W. Bush's second term expires on January 20, 2009 at 12 PM local DC time. I hope this clarifies matters.

George Bush is our president for a lot of reasons, none of them pretty, and all of them symptomatic of the problems endemic to mainstream American society.
Bush was elected the first time because Al Gore came off as a wooden intellectual on television. Unfortunately, the American race for president has degenerated into a popularity contest. Bush might not have won except that Ralph Nader split the liberal vote, and those who would have voted for Gore voted for Nader to make a statement about the environment and third-party candidates.
Finally, Bush's cronies in Florida prevented thousands of blacks from voting by entering them into the rolls as convited felons, who are not allowed to vote in certain states (FL included). There were also suspicions about the voting machines, which some (Michael Moore included) allege were rigged. In the end, the Supreme Court decided the election on strict party lines, based on the party of the president (Republican or Democrat) that gave them their position.
Bush was re-elected because of media deflection from the real issues. The media in America has focused on entertaining, not informing the public. The era of Watrgate journalism is gone, and one of our best newsmen, Dan Rather, was castigated for exposing Bush's National Guard record. In the end, the media failed to report on civil rights issues (such as the institution of free speech zones), the abyssmal progress on the war in Irag (see "Mission accomplished!"), and real problems with class stratification. They instead concentrated their efforts on bashing Kerrry's Vietnam record and whipping the right into a frenzy about abortion and gay marriage.
So in the end, you can blame Bush on the media, an American public content to remain ill-informed, and a divisive campaign strategy that demonized the left while deflecting attention from the real issues.

Not that cocaine addiction is a bad thing. Some of my best friends are christian addicts.

The answer is called a lack of options. We were forced to choose the lesser of two evils. We simply picked the best choice from the worst possible options i.e. "extremists from both ends of the political spectrum."
