I believe they get wet, in both!! I use to live in Long Beach,,Cal. We use to get fog alot, there.. And we'd get wet walking in it.. But, I also believe, it was more of a humid wetness, that would make us sweat, it almost seemed that way. Either that or we were really always on the "Go" , when we were kids, cuz that fog always made me want to take a shower,once I got home. whereas: the stormy kinds of wheather,as kids made us, want to get a hot cup of cocoa, and get in our jammies, and watch, cartoons, we felt refreshed,as if we'd just taken a shower.. Their definately, is a big difference, to me, but I'm not sure which would be the scientific difference, termonolgy. Wish I could be of better help. Good-Luck!!

Well I guess the answer to that one ( my god, this is a toughy ) is that people will skip and dance in small rain but when it comes to heavy rain, they simply stay indoors.
Sorry to be flippant, but when it pisses down, its pisses down and you simply don't stay dry in that. Try it sometime, its cool but you still get very wet.
