You can design the site yourself using word!
Click save as and select a Save As Type of Web Page.
The sample page has approximately 100 links. That means 100 pages of content to create as well as the front page!
How up to date do you want the site to be?
If it changes daily then that is either a full time job or the design should include easy update facilities so that anyone can update the information.

That is no small task, is this for a company? I would look at finding a company, as this is unlikely to be the work of one designer.
