IN THE NEWSPAPER - then just post or e-mail a letter to the editor - the adress of whom must be given in the newspaper

If you want to write for a newspaper, you need to be a journalist. If you want to submit a one-time opinion piece, eithe write a leter to the editor or contact your paper's editorial page editor and find out if you can submit a guest editorial. Random people don't "post" articles in the paper. That's what staff reporters do.
