What they are doing is called 'floating' the concrete. For a larger area, the mechanical floater is used (the thing that looks like a buffer). If concrete is just allow to set after it is poured, some of the aggregate (gravel) will float to the surface, not allowing for a smooth finish. For small jobs, a hand trowel is used. for very large areas, they use mechanical floaters that sort of resemble hovercraft and the operator rides these over the surface to float the concrete.

Contrary to popular opinion, concrete does not dry - it cures. And it cures best in the presence of water. If the surface gets "dry" before it cures it is not good. Often workers will apply a spray-on treatment to protect the surface until the pour has time to set-up.

now for the correct answer. unless you use precast, the concrete they deliver you will be wet. (pre cast is also wet at one point) the buffer or POWER TROWEL is used to finish the concrete.it used to be done by a bunch of guys with hand trowles but the power trowel saves a ton of time and expense.
