It depends. If you've got an out of date or bottom of the line card, that might be your problem, or at least part of it. Check and see if your VC is integrated into your motherboard or if it shares system memory. If so, upgrading may help. If not, the problem is probably with your internet connection.

Graphic Card has nothing to do wit internet video streaming.
every computer available today has a good enough graphic memory to play videos at its best.
the most important factor regarding internet video is your internet connection...and also the video put on stream, if the original file itself isnt good enough then nothing can be done...
but have an extreme graphic card. it will enhance 3-d animation in games.. dont worry if u r not into hi-fi gaming, if u have a 256 mb graphic card u will become an addicted gamer i assure you.

Not really, the biggest factor in the clarity of your picture will be your Internet connection speed on the quality options available from the video provider. But if you do have a horrible video card it will be that much worse... but as long as your card is relatively new you should be fine video card wise.

That depends on what you have now. If your current graphics card does not do 3D graphics and if it uses shared memory, then a new graphics card will probably improve your viewing experience.
