Inner city is associated with black people just as trailer parks are associated with white people.
Not saying that to be ignorant but that's the thing with associations & stereotyping.
As far as welfare, there are whites on welfare also. The welfare system was set up by whites for whites.
There's always a name or association set up for different races & minorities.

For some reason, poor welfare blacks seem to live in the "inner city".
Poor whites on welfare, for whatever reasons, I associate with "country" and "trailer park".
