Actually the best wrestler to never hold any title in WWE would be Jake the Snake Roberts who never even got the Intercontinental title. As he would say later though, he never needed it he was already a big draw from the start.
The best wwe wrestler not to hold the wwe heavyweight title would be much harder. Rick Rude and Curt Henning were probably the best.
most people are listing wrestlers who held the title Andre, Kane ect.

Of current wrestlers i would have to say from smackdown Booker T and from Raw Shelton Benjamin, although I wouldn't really give him the title anyway. At least right now.
Of all time it would be close between mr. perfect and Owen Hart, Andre the Giant and maybe Ted Debiase. (He doesn't deserve it on talent but would have been hilarious with the title. Although the million dollar belt was good too. lol)
PS Kane has held the world title. For a day.

Mr. Kennedy has a lot of potential and he will hold the belt eventually. Kane did hold the belt for a total of one day for who ever said he never held the title. Of all time though I gotta go with Jake the Snake Roberts. This guy invented the DDT. If not Jake the Snake they I'm gonna say Greg the Hammer Valentine of Tito Santana.

i am going to't believe only a million guy stated that SCOTT EFFING hall is the most ideal wrestler under no circumstances to carry a international championship. Its for sure Scott. I do imagine he became no longer almost as good as he became contained in the nWo compared to Razor Ramon yet come on. Scott hall's "good day yo!" > wrestling tournament. Scott hall is a 1st pollhall of famer.

As a pure wrestler I would have to say Kurt Angle, but for popularity and charisma I would say either HHH, Rick Flair, or Hulk Hogan!
