We have tried talking to them, no good, we have called the cops, that is only temp. What can we do to live in peace and quiet?

Seriously, move.
I've lived in a ton of downstairs apartment and the people upstairs usually sound like a platoon of drunk Marines try to march in place.
Apartments aren't usually built with the greatest materials (profit/loss factor) so the walls are so thin you can hear your next door neighbor's shower and sometimes if the dining areas are adjacent, you can hear the table conversation during dinner.
My next door neighbor and I , in St.Louis, used to have conversations through the wall. They were a riot to have as neighbors.
