You are on the right track, but it is not something the AMA has any control over. The Federal government subsidizes tobacco farmers. Until it takes action, nothing will change. Congress is very schizophrenic about this topic. It reaps huge revenues from tobacco taxation, yet it yells about the health hazards associated with smoking. The dirty little secret is that Congress doesn't want tobacco use to go away.

Years ago sitting around the camp fire people used to talk about how when the GOVERNMENT finally legalizes pot that big Tobacco concerns would end up making the money along with the government. Don't remember the farmers ever being included in that club. Funny how things never really change.

Because people want to smoke, they are providing a product that people want. Why in the world would we want the goverment to step in one more place.
