This is just a scam to try and gain popularity. It will not work when there are gangs or groups of hoodies the ordinary members of public are usually scared or nervous of them. He better come up with something better than that to make people feel secure walking the streets day or night.

To get elected a party must line up in the centre ground. Radical left and right views no longer sit well with the people who vote. Most believe they are better off now with the way things are and don't want to rock the boat. Mr. Brown won't stray too far left of that line either. What's an aspiring Mr. Cameron to do? What he's doing.

The problem isn't the hoodies but the people in them. We have placed a negative association on hoodies as juvenile criminals wear them, and so innocent people who wear them are labelled. More should be done to help the people in the hoodies- there are obvious social problems.

Now what exactly are we talking about here??
Is it hoodies themselves or is it perhaps something else - drugs, alcohol,
If you have seen someone "clucking" because he has not had a fix then that IS a lost soul
