I was considering a skilter filter, since it does protein skimming also, but read some pretty awful reviews.... does the brand even matter? I was considering whisper, or an emperor biowheel.... The horizontal space is limited, so I will not be able to fit a protein skimmer over the side (there is a hole in the lid for a hang-on-back-filter and heater).

I think whisper makes the best filters,,,have 4 of them

i would highly reccommend you do not use that tank for marine. Marine tanks need stability that only a large tank provides. Also, in that tank you could probably keep one or 2 extremely small fish. A 125 gal is usually the minimum for begginers.

As for filtration, a sump is needed. Again, the fact that your tank is bad for marine shines. Apart from the fact that you NEED a protein skimmer, usually heavy lighting is applied in invert tanks. I am guessing that you have a plastic hood, where any metal halide light could warp the hood. I would strongly reccommend converting to fresh water, in which case, an aquaclear 70 or 110, combined with a medium sized cannister, like the eheim 2026, or xp2 filstar is good. With a marine set up, you'll have to buy a wet-dry sump, as well as a hang on tank overflow, and a return pump.

I cannot really help for a marine tank because of your limited choices, but i can say that an aquaclear power filter, and either an eheim or filstar cannister, are the best choices for a tank

A protein skimmer is only essential if you want to have corals. The main problem with using a tank that is tall is that it makes it harder to maintain the necessary lighting for the corals without over heating your tank. For any tank, your will need something that moves at least 10 gallons per hour but 15 gallons per hour is better for a marine tank since water flow around all the rocks is essential and slime will grow faster in slow moving water
