The rainbow is a natural phenomena caused when white light-like sunlight-passes through a refractor, like a prism or a raindrop. Racism has nothing to do with it--there have been rainbows for as long as there has been rain and sunlight or crystals.
The longest wavelengths are the blues, indigos, purples, ultraviolets; the shorter ones oranges, reds and infareds.
Browns is actually a combination of these colors. When light is reflected back to you from a tree, you are seeing what that surface has not absorbed.

Brown is not 'mentioned' in the rainbow because the rainbow is not a device (such as a book or a video) than can 'mention' anything. It only mirrors a reflection.
Now, if you have worded your question something like:
"Why isn't brown not included in ..."
or
"Why is brown not visible in the rainbow?"
(But it was a cute, fun question.)

Because it doesn't fit under ROY G BIV. If it went in the B spot it would be kicking blue out and we don't want that. Its just not a bright color that could possibly be led to a pot of gold.
