When the government that is owned and run 'by the people' decide that speaking Spanish is considered a Disability then it will. At this time the Americans with Disabilities Act does not consider speaking in Spanish a disability. Being able to speak more than one language is thought to be just the opposite.

The Americans with Disabilities Act deals with physical & mental disabilities only. It certainly would not cover you if you spoke only English & did not speak Spanish, Russian, Japanese, Farsi etc. would it?
