With Windows (all versions), there's no way to make everything in black and white. BUT you can make some things black and white, such as menus, toolbars, etc.
To do that, you'll need to go into your display settings and:
1) RIGHT-click in a blank area of your desktop and hitting Properties.
2) click the tab at the top that says Appearance,
3) click in the section that says Windows and Buttons, then select Windows Classic (this is if you have XP),
4) You'll see a listing of tie various Windows color schemes. Choose the one that says High Contrast WHITE.
5) HIt APPLY, which will change your screen to the new settings (FYI, can take a few moments to do so don't interrupt). Then hit OK and you're done!

You can use a high contrast color scheme by right-clicking on your desktop and choosing properties. Next go to the Appearance tab and choose the proper color scheme from the drop down menu.
Keep in mind that these are not "true" black and white though. In order to make objects completely black and white, you will have to navigate to the Appearance tab again and then click on Advanced button. From there you can choose the color of any Windows viewable object.
You may have to experiment with font colors and such so that you will be able to read everything that is actualy there but it will work.

Windows provides B/W option only if you have a 1MB video memory.
Try uninstalling video drivers of you laptop.
Look for the available color bit modes like 16 bit mode, 32 bit. 2 color mode.....in display properties window.
Cannot think of anything else.... ;)
But that's goin back to dark ages of PC evolution...I dont recommend that..
Alternatively...Get high contrast Color schema theme for WIN XP>
