Yes absolutely, and probably at a much higher concentartion than that weak stuff you get at the grocery store.

Yes... I am surprised you don't have that at home. Hydrogen Peroxide is a common antispetic and found in almost all chemical labs. It should be kept in a closed bottle at all times because it decomposes spontaneously (but very slowly) in the presence of air into water and oxygen. If you want to see that reaction happen very fast ask your teacher for some FeCl3 and add some of it to a some hydrogen peroxide (that same substance is found in your blood if your teacher is too stingy). It should start decomposing rapidly and bubbling. The temperature will also register a notable increase, so use a thermometer too.

Probably in small amounts if you mean industrial grade 33%. It is a moderately dangerous chemical but most high schools have strict policies around the use and storage of such things. My highschool had more interesting chemicals, however they were kept locked up and students where never allowed to handle them.

If you mean 3%. It is safe. I would expect there are a lot of experiments it could be used in.

Yes. I teach high school chemistry, honors and general, and use Hydrogen Peroxide in labs. It is basically an oxidizing agent.

I have H2O2 at two different concentrations for different experiments.

Hydrogen peroxide is for disinfecting wounds, It is in my bathroom, so I am sure that it is in a high school laboratory.

Probably. It's not too dangerous. However, a weak (3%) solution is available at any grocery store or drug store as a household antiseptic.
