Flowering plants need to be dead headed-that is, cut the dead flowers and tips of the growing plant to encourage new growth and reflowering. The plant will fill out and become somewhat bushy with proper care.
Saving seeds will sometimes allow you to resow the next growing season, but seeds sometimes do not always come back as the parent plant.

Italian parsley is not perennial, it goes to seed in its second year and then dies. Yours may be older than you thought. The most you can do now is to keep snipping off the seed sprouts to prolong its life temporarily. Or you can let it go to seed and plant the seeds for next year.
