The bar at the bottom of the screen will load up all the way, and then freeze. I can't get into setup or boot menu either.

mine does that when i have a disk in the cd drive. make sure you remove all hardware and restart it. if that doesnt work then just call the dell support...they are always helpful.

Well, my Dell laptop does this when I have the USB thumb drive in it when I turn it on. If I pull it out, it goes on. I'm sure it's an old driver I haven't bothered to update.
