Vatican City, as all others have mentioned before. It must be said that politically, it is an elected "monarchy" with the Pope being the head of the Roman Catholic Church, although it is also an open "country" meaning you do not cross a border when you enter it and you do not need a visa or passport (eventually you already did so by reaching Italy). It is an indipendent country from Italy and the relationship between the Vatican was ratified in the Concordat in 1929, revised in 1985 (see http://www.religlaw.org/template.php?id=578)
